Phil has been Tri-Borough Director of Treasury and Pensions at Westminster City Council since December 2017, having worked in similar roles at Surrey County Council from 2012, Warwickshire County Council from 2003 and Buckinghamshire County Council from 1999.

He has worked in local government finance over his entire career, previously specialising in revenues collection and rating valuation at Havant Borough Council and qualifying as a Chartered Accountant with Chichester District Council.
